If you want to explore Dakar you should stay in the center (Hotel al Baraka cheap, safe, boring, $50-ish). Anything in centre-ville under $40 is a pay by the hour type of place. Many tourists stay in these places and they are supposedly safe and clean. It is very expensive to be a tourist in Africa....
